This seminar, generously supported by the Government of Canada and organized by the PGA National Group in the Guinea-Bissau National Assembly, was organized under the aegis of the PGA Global Parliamentary Campaign to Promote Universality and Implementation of the Biological and Toxic Weapons Convention. (BWC) and Implementation of United Nations Security Council Resolution 1540 (2004). The Workshop brought together Legislators and Government Officials from eight Lusophone states around the world, as well as a representative from the Community of Portuguese Speaking Countries (CPLP), civil society organizations and other experts.

The opening speech was made by the Representative of the President of the National People's Assembly, followed by the interventions of the Secretary of State for the Environment, and also the Chair of the Standing Committee on Agriculture. Also present at this Seminar were the Director of UNIOGBIS, together with Representatives of the Ministries of Foreign Affairs, Health, and Defense, as well as Officials of the Armed Forces.

A number of representatives of Guinean civil society, including: Women's Political Platform, Guinean Women Lawyers, Guinean League for Human Rights, Network of Women Parliamentarians, National Network for Combating Violence based on Gender and Children RENLUV).

Adopted in 1972 with entry into force in 1975, the Biological Weapons Convention was the first international treaty to ban an entire category of Weapons of Mass Destruction (WMD). There are currently 181 States Parties to the Biological Weapons Convention, with only 17 countries currently remaining around the world that have not yet ratified / joined the BWC.

UN Security Council Resolution 1540, adopted in 2004, imposes obligations on all UN member states to prevent the proliferation of weapons of mass destruction (WMD) to non-state actors, including terrorists and terrorist organizations. Alarmingly, and in recent years, clear evidence is emerging that such non-state actors are, for the first time, seeking to acquire conventional weapons as well as weapons of mass destruction, including in Africa, by affiliates Boko Haram, Al Shabaab and ISIL.

Participants also highlighted the connections between Chemical and Toxic Weapons during the Independence movement of Guinea-Bissau, and how the effects still affect many civilians.

This Workshop also highlighted the importance of a more regular presentation of the National Implementation Reports to the 1540 Committee of the United Nations Security Council, in addition to sharing the draft version of UNSCR Resolution 1540 in Portuguese with all participants. UNSCR 2325 (2016) specifically recognizes the central role of Parliamentarians in the implementation of UNSCR 1540 (2004).

One of the major achievements was that Mozambique indicated in their presentation that they will start the process of producing, in coordination with PGA, their first ever report for the 1540 Committee of the United Nations. As of today, Mozambique remains the only Lusophone State in a list of 14 Countries that have never submitted a National Report.

The PGA is pleased to have a very active and motivated parliamentary network in several Lusophone states, and our advocacy and technical / legal work in promoting stronger implementation of the Biological Weapons Convention has been strongly supported by Global Affairs Canada on a number of occasions in the last years.

PGA Campaign for Universality and Implementation of the Biological and Toxin Weapons Convention (BWC) & Implementation of UN Security Council Resolution 1540 (2004)

Opened for signature on 10 April 1972 and entered into force on 26 March 1975, the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction, also known as the Biological and Toxin Weapons Convention (BTWC) or Biological Weapons Convention (BWC) was the result of a prolonged efforts by the international community to establish a new instrument that would supplement the 1925 Geneva Protocol.

It was the first multilateral disarmament treaty banning an entire category of weapons, as States Parties undertook never in any circumstances to develop, produce, stockpile or otherwise acquire or retain:

• microbial or other biological agents, or toxins whatever their origin or method of production, of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes;
• weapons, equipment or means of delivery designed to use such agents or toxins for hostile purposes or in armed conflict.

In recent months/years, and in the wake of the evolution of more sophisticated/complex terrorism threats and actions in particular, a renewed interest in ensuring greater global participation and implementation of the BWC has rapidly emerged.

In contrast to the Chemical Weapons Convention, the BWC has no verification mechanism to monitor compliance, and negotiations on the creation of such a mechanism have stalled to date. Until such time as it may be possible for more formal verification mechanisms to be put in place, PGA believes that Parliamentarians, in exercising their unique prerogatives of oversight, accountability and control over the actions of the executive branch of government, have an important role to play in addressing – at least in part – this challenge.

As such, building on its expertise acquired over years through a strong mobilization of its members worldwide leading to successful campaigns in favor of international binding treaties such as the Comprehensive Test Ban Treaty (CTBC), the Chemical Weapons Convention, the Rome Statute of the International Criminal Court and the Arms Trade Treaty, PGA has launched its new Global Parliamentary Campaign to Promote Universality and Implementation of the Biological Weapons Convention aiming at marshalling global parliamentary support for a strong, effective and universal BWC.

The PGA BWC Campaign is comprised of a number of complementary components:

• Mobilizing PGA Members of Parliament (MPs) and other concerned Parliamentarians worldwide who possess a demonstrated track record of success in promoting signature and ratification of international treaties to also engage in promoting Universality and Implementation of the BWC.
• International, Regional and/or National Parliamentary events to foster peer-to-peer dialogue and to provide essential platforms for sharing of respective experiences in promoting Universality and Implementation of the BWC.
• Extensive, continuous provision of technical/legal advice by experts in the PGA Secretariat to PGA Member MPs worldwide to better equip them in their advocacy and other lawmaking initiatives in support of Universality and Implementation of the BWC.
• Compilation and circulation to PGA Member MPs worldwide of regular media updates on crucial developments pertaining to the BWC which, in turn, will better inform them and provide new thinking on similar initiatives they can take.
• Ongoing liaising and, as appropriate, cooperation with regional organizations, civil society, governments and UN bodies.

Seminário Parlamentar Lusófono para Promover a Universalidade e Implementação da Convenção sobre Armas Biológicas e Tóxicas e Implementação da Resolução 1540 (2004) do Conselho de Segurança das Nações Unidas (ONU)

Este Seminário, generosamente apoiado pelo Governo do Canadá, e organizado pelo Grupo Nacional PGA na Assembleia Nacional da Guiné-Bissau, foi organizado sob a égide da Campanha Parlamentar Global da PGA para Promover a Universalidade e Implementação da Convenção sobre Armas Biológicas e Tóxicas. (BWC) e Implementação da Resolução 1540 (2004) do Conselho de Segurança das Nações Unidas. O Workshop reuniu Legisladores e funcionários do Governo de 8 Estados Lusófonos em todo o mundo, bem como um Representante da Comunidade de Países de Língua Portuguesa (CPLP), Representantes da Unidade de Apoio à Implementação da BWC (ISU) e do Comitê 1540 do CSNU, além do apropriado. organizações da sociedade civil e outros especialistas.

O discurso de abertura foi feito pelo Representante do Presidente da Assembléia Nacional Popular, seguido pelo discurso da Sra. Secretária de Estado para o Meio Ambiente, e seguido pelo Presidente da Comissão  Permanente para a Agricultura. Tambem presentes neste Seminario estiveram presentes o Diretor da UNIOGBIS, juntamente com Representantes do Ministerio dos Negócios Estrangeiros, e do Estado Maior das Forças Armadas.

Estiveram presentes, e ativamente participativos, diversos representantes da sociedade civil Guineense, dentre eles: Plataforma Política de Mulheres, Mulheres Juristas Guineenses, Liga Guineense de Direitos Humanos, Rede de Mulheres Parlamentares, Rede Nacional de Luta contra a Violência baseada no Gênero e Criança (RENLUV).

Adotada em 1972 com entrada em vigor em 1975, a Convenção de Armas Biológicas foi o primeiro tratado internacional a proibir toda uma categoria de Armas de Destruição Maciça (WMD). Existem atualmente 181 Estados Partes na Convenção sobre Armas Biológicas, com apenas 17 países atualmente permanecendo em todo o mundo que ainda não ratificaram / aderiram à BWC.

A Resolução 1540 do Conselho de Segurança da ONU, adotada em 2004, impõe obrigações a todos os Estados membros da ONU no sentido de prevenir a proliferação de armas de destruição maciça (WMD) a atores não estatais, incluindo terroristas e organizações terroristas. De forma alarmante, e nos últimos anos, evidências claras estão surgindo de que tais atores não estatais estão, pela primeira vez, buscando adquirir armas convencionais, assim como armas de destruição em massa, incluindo, na África, pelas afiliadas Boko Haram, Al Shabaab e ISIL.

Este Workshop também destacou a importância de uma apresentação mais regular dos Relatórios Nacionais de Implementação ao Comitê 1540 do Conselho de Segurança das Nações Unidas, além de ermos compartilhado a versão preliminar / modelo da Resolução 1540 da UNSCR em Português com todos os participantes. A UNSCR 2325 (2016) reconhece especificamente o papel central dos Parlamentares na Implementação da UNSCR 1540 (2004).

Campanha Parlamentar Global da PGA para Promover a Universalidade e Implementação da Convenção sobre Armas Biológicas e Tóxicas. (BWC) e Implementação da Resolução 1540 (2004) do Conselho de Segurança das Nações Unidas

Aberta para assinatura em 10 de abril de 1972 e entrou em vigor em 26 de março de 1975, a Convenção sobre a Proibição do Desenvolvimento, Produção e Estocagem de Armas Bacteriológicas (Biológicas) e Tóxicas e sua Destruição, também conhecida como Convenção sobre Armas Biológicas e Tóxicas (BTWC) ou Convenção sobre Armas Biológicas (BWC) foi o resultado de um esforço prolongado da comunidade internacional para estabelecer um novo instrumento que complementaria o Protocolo de Genebra de 1925.

Foi o primeiro tratado multilateral de desarmamento a proibir toda uma categoria de armas, uma vez que os Estados Partes se comprometeram nunca, em nenhuma circunstância, a desenvolver, produzir, armazenar ou de outra forma adquirir ou manter:

• Agentes microbianos ou outros agentes biológicos, ou toxinas, qualquer que seja sua origem ou método de produção, de tipos e quantidades que não tenham justificativa para propósitos profiláticos, de proteção ou outros fins pacíficos;
• Armas, equipamentos ou meios de entrega destinados a usar tais agentes ou toxinas para fins hostis ou em conflitos armados.

Nos últimos meses / anos, e na sequência da evolução de ameaças e ações terroristas mais sofisticadas / complexas em particular, um interesse renovado em assegurar uma maior participação global e implementação da BWC emergiu rapidamente.

Em contraste com a Convenção sobre Armas Químicas, a BWC não tem mecanismo de verificação para monitorar a conformidade, e as negociações sobre a criação de tal mecanismo foram paralisadas até o momento. Até que seja possível que mecanismos de verificação mais formais sejam implementados, a PGA acredita que os parlamentares, ao exercerem suas prerrogativas exclusivas de supervisão, responsabilidade e controle sobre as ações do poder executivo do governo, têm um papel importante a desempenhar. jogar em abordar - pelo menos em parte - este desafio.

A Campanha PGA BWC é composta por vários componentes complementares:

• Mobilizar os membros do parlamento do PGA (MPs) e outros parlamentares interessados ​​em todo o mundo que possuem um histórico comprovado de sucesso na promoção da assinatura e ratificação de tratados internacionais para também se engajar na promoção da universalidade e implementação da BWC.
