This Workshop, kindly sponsored by UNSCAR and facilitated by the PGA National Group in the National Assembly of Guinea-Bissau, brought together Parliamentarians and Government Officials from eight Lusophone states around the world, as well as a representative from the Community of Portuguese Speaking Countries(CPLP), Appropriate civil society organizations and other experts to identify concrete measures that could be taken to promote compliance with the UN Program of Action on Illicit Trafficking in Small Arms and Light Weapons, as well as to engage more effectively in Women in Parliamentary Committees Defense, Security and Interior Affairs in the parliaments of their respective countries. A Plan of Action was adopted in Portuguese at the conclusion of the Workshop, establishing a series of practical, specific and easy-to-implement measures for participants to take back to their respective countries. This Workshop and Plan of Action adopted at its conclusion also reflects on the results of the Third Review Conference of the UN Program of Action on the Illicit Trade in Small Arms and Light Weapons that took place at the UN Headquarters in June 2018. Several States Lusophone never submitted a Biennial National Report on the Implementation of the UN PoA on SALW, while others did so infrequently and / or some time ago - since its adoption in 2001.
The opening address was made by the President of the National People's Congress, Eng. Cipriano Cassama, followed by the speech of the Minister of Foreign Affairs and Cooperation, Dr. João Ribeiro Butiam Có. Also present at this Seminar were the Special Representative of the Secretary General of the United Nations, Mr. José Viegas Filho, as well as the Senior Officer and the Office for Disarmament Affairs (UNODA), Mr. António Evora, together with the Director of Legal Affairs of the Community of Portuguese Speaking Countries, Dr. Mário Mendão.
The highlights of the Workshop were the announcement by the Minister of Foreign Affairs, that the Instrument of Ratification of the Arms Trade Treaty was being deposit in coordination with the opening of the Workshop - with Guinea-Bissau becoming the 99th State Party to the Arms Trade Treaty.
Another important announcement was made by the Vice-Speaker of Sao Tome & Principe, who was pleased to share that the Parliament in Sao Tome had approved the ratification of the ATT, and that he would make all the necessary efforts to urge his government to deposit the Instrument in a timely manner.
A number of representatives of Guinean civil society, including: Women's Political Platform, Guinean Women Lawyers, Guinean League for Human Rights, Network of Women Parliamentarians, National Network for Combating Violence based on Gender and Children (RENLUV).
PGA is pleased to have a very active and motivated parliamentary network in several Lusophone states, and our advocacy and technical / legal work on addressing the Illicit Trade in Small Arms and Light Weapons, as well as promoting the Ratification of the Arms Trade Treaty has been strongly supported by UNSCAR on several occasions in the last four years.

PGA’s Global Parliamentary Campaign to Address the Illicit Trade in Small Arms and Light Weapons and to Promote the Arms Trade Treaty
It is a well-established fact that the widespread misuse of small arms and light weapons has resulted in a wide range of negative human, humanitarian and socio-economic consequences including loss of life, significant injuries as well as contributing to the commission of conflict-related crimes such as genocide, war crimes and crimes against humanity. Unchecked, and to this day, inadequate regulation of, and/or lack of proper implementation or enforcement of existing regulations and legislation pertaining to the illicit trade in SALW, continues to pose a serious threat to peace, security, stability and sustainable development in many parts of the world. The international community has adopted a number of Instruments to address this serious challenge, ranging from fully fledged treaties to politically binding instruments. They include the UN Firearms Protocol, the UN Program of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons, the International Tracing Instrument and, most recently, the Arms Trade Treaty.
Despite the progress made to-date, major challenges remain.
One such challenge is inadequate availability of reliable or detailed information on the scale and sources of illicit flows or holdings of small arms, which makes it difficult to assess their precise impact in a quantifiable way. Secondly, the policy challenges and the level of implementation/enforcement varies significantly from region to region and country to country, making solution finding a more complex process.
A number of common challenges arise that cut across regions and are, therefore, more amenable to a holistic approach in identifying ways forward. These include the lack of adequate national capacity in institutions such as police prosecution offices and customs; the need to offer alternative livelihoods to young men who see the use of firearms as an easy way to obtain status and income; the need for comprehensive National Action Plans on small arms with clear benchmarks and achievable goals; the need to devote more resources to combating arms trafficking; border porosity in many affected regions; poor coordination of international cooperation and assistance; and insufficient involvement of civil society in efforts to tackle the terrible consequences of the illicit trade in SALW.
Seminário Parlamentar Lusófono da PGA Mobilizando Parlamentares para Advogar pelo Melhor Cumprimento do Programa de Ação da ONU Abordando o Tráfico Ilícito de Armas Pequenas e Armamento Leve e Promovendo uma Participação Mais Eficaz das Mulheres Parlamentares nas Comissões de Defesa / Segurança / Desenvolvimento
Este Workshop, gentilmente financiado pela UNSCAR e patrocinado pelo Grupo Nacional da PGA na Assembleia Nacional da Guiné-Bissau, reuniu parlamentares e funcionários do governo de 8 Estados Lusófonos em todo o mundo, bem como um representante da Comunidade dos Países de Língua Portuguesa (CPLP), Organizações da sociedade civil apropriadas e outros especialistas para identificar medidas concretas que possam ser tomadas para promover o cumprimento do Programa de Ação da ONU sobre o Tráfico Ilícito de Armas Ligeiras e de Pequeno Calibre, bem como para engajar mais efetivamente Mulheres Parlamentares nas Comissões de Defesa, Segurança e Interiores nos Parlamentos de seus respectivos países. Um plano de ação foi adotado na conclusão do Workshop, estabelecendo uma série de medidas práticas, específicas e fáceis de implementar para os participantes tomarem no retorno aos seus respectivos países. Este Workshop e Plano de Ação adotado em sua conclusão também reflete sobre os resultados da Terceira Conferência de Revisão do Programa de Ação da ONU sobre o Tráfico Ilícito de Armas Pequenas e Armamento Leve que tiveram lugar na sede da ONU em junho de 2018. Vários Estados Lusófonos nunca apresentaram um Relatório Nacional Bienal sobre a Implementação do PoA da ONU sobre APAL, enquanto outros o fizeram com pouca frequência e / ou algum tempo atrás - desde a sua adoção em 2001.

Tambem presentes neste Seminario estiveram o Representate Especial do Secretário Geral das Nações Unidas, Sr. José Viegas Filho, assim como o Oficial Senior fo Gabinete para Assuntos de Desarmamento (UNODA), Sr. António Evora, juntamente com o Diretor de Assuntos Jurídicos da Comunidade de Países de Língua Portuguesa, Dr. Mário Mendão.
Estiveram presentes, e ativamente participativos, diversos representantes da sociedade civil Guineense, dentre eles: Plataforma Política de Mulheres, Mulheres Juristas Guineenses, Liga Guineense de Direitos Humanos, Rede de Mulheres Parlamentares, Rede Nacional de Luta contra a Violência baseada no Gênero e Criança (RENLUV).

Tráfico Ilícito de Armas Ligeiras e Pequeno Calibre
É um fato bem estabelecido que o mal uso generalizado de armas ligeiras e pequeno calibre resultou em uma ampla gama negativa de conseqüências humanas, humanitárias e socioeconômicas, incluindo a perda de vidas, ferimentos significativos, bem como a contribuição para a comissão de conflito. crimes relacionados, como genocídio, crimes de guerra e crimes contra a humanidade. Apesar do progresso alcançado até o momento, grandes desafios permanecem.
Um desses desafios é a disponibilidade inadequada de informações confiáveis ou detalhadas sobre a escala e as fontes de fluxos ilícitos ou posse de armas leves, o que dificulta a avaliação do seu impacto preciso de forma quantificável. Em segundo lugar, os desafios políticos e o nível de implementação / aplicação varia significativamente de região para região e de país para país, tornando a solução um processo mais complexo.
Surgem vários desafios comuns que atravessam regiões e são, portanto, mais receptivos a uma abordagem holística na identificação de formas futuras.
