On 8 November 2016, Sen. Julio César Valentín, Chair of the PGA National Group in Dominican Republic, tabled a bill that created the necessary national mechanisms to cooperate efficiently with the International Criminal Court (ICC).
The bill includes mechanisms to allow mandatory cooperation for States Parties to the Rome Statute, in accordance with part 9 of the Statute, as well as voluntary cooperation with the ICC. The Senate and the Chamber of Deputies created a bi-cameral committee to discuss this bill. This represents the culmination of intense efforts made by Dominican PGA members following a Parliamentary Workshop that took place in March 2015 and a meeting of PGA members with a representative of the Executive.
Indeed, on 18 October 2016, PGA Board Member, Dip. Victor Bisonó, Sen. Julio César Valentín and PGA member Dip. Radhames Gonzalez met with Ing. Miguel Vargas Maldonado, Minister of Foreign Affairs, and his legal advisor Mr. Salim Ibarra, to discuss the importance of the Rome Statute system, in particular the ratification of the Kampala Amendments to the Rome Statute by the Dominican Republic. The country is committed to complying with its international obligations and to promoting accountability for international crimes. During the meeting, Minister Vargas Maldonado reaffirmed the high importance that his Ministry attaches to the fight against impunity for such crimes.
This meeting inter alia served as a follow up to the PGA Parliamentary Workshop on the Ratification and Implementation of the Rome Statute and the Kampala Amendments held in Santo Domingo on 10 and 11 March 2015, during which the different aspects of Rome Statute-related processes in each country of the region (i.e. ratification of the Statute, implementation of crimes and legal principles and/or creation of national cooperation mechanisms) were presented by experts.
