Nepal and the Death Penalty

Nepal’s Constitution abolished the capital penalty in 1990 and criminal law was amended to abolish it for all crimes in 1997. Nepal ratified the International Covenant on Civil and Political Rights (ICCPR) in 1991 as well as the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty (ICCPR-OP2) in 1998.


3 April 2018: Hon. Radheshyam Adhikari, Member of the Rastriya Sabha of Nepal and Hon. Meen Bahadur Bishwakarma, former Minister for Commerce of the Government of Nepal and Member of the Rastriya Sabha, attended a Parliamentary Consultation on Addressing Inequalities of the Criminal Justice System in New Delhi, India. Hon. Bishwakarma gave an intervention on Nepal’s experience on the consultation that abolished the death penalty in 1990.
