Mali is formally retentionist but has applied a moratorium since 1980, although executions are reported to have occurred in territories controlled by armed groups during the 2012 crisis. In 2018, 18 people were nonetheless sentenced to death and 81 remained on death row.
While Mali has ratified the International Covenant on Civil and Political Rights (ICCPR) in 1974, it has yet to ratify its Second Optional Protocol aiming at the abolition of the death penalty (ICCPR-OP2).
26 February – 1 March 2019: Honourable Idrissa Sankaré, Member of the National Assembly of Mali, President of the Network of Malian Parliamentarians for the Defence of Human Rights, PGA Member, attended the 7th World Congress against the Death Penalty, organized by Ensemble contre la peine de mort in Brussels (Belgium).
1-2 June 2018: In partnership with Ensemble contre la peine de mort (ECPM) and Culture pour la paix et la justice (CPJ), PGA organized a regional parliamentary seminar entitled “Abolition of the death penalty in Africa: the role of parliamentarians”, in Kinshasa (DRC). This event was attended by Hon. Aissata Touré Diallo, Hon. Idrissa Sankaré, PGA Members, and Hon. Boureima Tidiani Traoré, who committed to mobilise towards amending the Criminal Code to abolish the death penalty.
