PGA Celebrates the Release of Mr. Vladimir Kara-Murza

Parliamentarians for Global Action (PGA) joyously welcomes the release of Mr. Vladimir Kara-Murza, a courageous advocate for democracy and human rights and a long-time critic of the Russian Federation’s repressive regime.

Mr. Vladimir Kara-Murza was released on August 1, 2024, in a historic prisoner swap between Russia and the West, that also included the release of Alsu Kurmasheva, editor for Radio Free Europe/Radio Liberty, Oleg Orlov, co-chair of Memorial, a Russian human rights group, and Evan Gershkovich, a Wall Street Journal reporter, among the 24 people released.

Mr. Kara-Murza spent over two years in detention in Russia following his arrest on April 11, 2022, near his home in Moscow. Since September 2023, he had endured complete isolation in deteriorating conditions, following a harsh sentence in April 2023 to 25 years in a high-security penal colony – the strictest level within the Russian Federation’s penitentiary regime. His unwavering courage, resilience, and determination have been an inexhaustible inspiration to other democracy and human rights champions in his country and around the world.

For his commitment to justice, human rights, transparency and activism, PGA’s Board unanimously decided to confer its 2022 Democracy Defender Award to Mr. Kara-Murza on November 4, 2022. The Award honors individuals who have demonstrated exceptional commitment and contribution to promoting peace, democracy, the rule of law, human rights, non-discrimination, and/or gender equality worldwide. PGA Board Member Sen. Boris Dittrich (The Netherlands) presented the DDA award to Ms. Evgenia Kara-Murza, on behalf of her spouse.

Two Years of Aggression: A Call for Accountability for Ukraine Amid Repression of Political Dissent in the Russian Federation

On 24 February 2022, when the Russian Federation declared to the world the launch of its full-scale invasion against Ukraine. This grim date marks the beginning of a war that has actually been ongoing for a decade.

Background on Mr. Vladimir Kara-Murza

During his political career, Mr. Kara-Murza was a deputy leader of the People’s Freedom Party and a candidate for the Russian State Duma.He was also an advisor and longtime colleague of the late opposition leader Mr. Boris Nemtsov. Mr. Kara-Murza has long criticized the Russian Government’s corrupt and abusive activities.

Mr. Kara-Murza played a crucial role in adopting targeted Magnitsky sanctions on Russian human rights violators in the United States, European Union, Canada, and Great Britain.  Late U.S. Sen. John McCain called him “one of the most passionate and effective advocates for passage of the Magnitsky Act”; U.S. Sen. Ben Cardin described him as “a courageous advocate for the democratic process and fundamental universal human rights.” In 2015 and 2017, Mr. Kara-Murza was poisoned and left in a coma. A subsequent media investigation by Bellingcat and The Insider identified officers of Russia’s Federal Security Service who were behind the poisonings. 

Mr. Kara-Murza has also been awarded the 2017 Magnitsky Human Rights Award; the 2018 Geneva Summit Courage Award; the 2018 Civil Courage Prize; the 2018 Oxi Courage Award; and the 2022 Václav Havel Prize.
