Antigua and Barbuda and the ICC
Status of the Rome Statute: Antigua and Barbuda signed the Rome Statute on 23 October 1998 and deposited its instrument of ratification of the Rome Statute on 18 June 2001.
Antigua and Barbuda has not yet ratified the Amendments to the Rome Statute adopted by the 2010 Review Conference that met in Kampala, Uganda, on the crime of aggression and on the use of certain weapons in armed conflict not of an international character.
Implementation Status: Antigua and Barbuda has not implemented the Rome Statute.
Signature and ratification status of the Agreement on Privileges and Immunities (APIC): Antigua and Barbuda did not sign or ratify the APIC.
Progress and PGA Action: PGA has recommended demarches at the UPR Review of Antigua and Barbuda to ensure recommendations on the adoption of implementing legislation.
Relation to the ICC: As a member of the Organization of American States, Antigua and Barbuda has supported the promotion of the International Criminal Court through the adoption of an annual resolution by the General Assembly of the OAS, as well as by the holding of a annual working meeting of high level within the Political and Juridical Affairs Committee of the OAS. Despite having signed an Executive Agreement with the US on non surrender of nationals to the ICC, as a member of the Community of Caribbean States (CARICOM), Antigua and Barbuda has also joined the support to the integrity of the Rome Statute as evidence by the Statement issued by the Conference of Heads of Government of the CARICOM (2003), and through the regular statements of the CARICOM at the UN General Assembly (i.e. 2006).
As a member of the African, Caribbean and Pacific community (ACP), and as signatory of the revised Cotonou Agreement with of the ACP and European Union, Antigua and Barbuda has recognized the importance of the ICC as a mechanism for peace and international justice, and has committed to promote the ratification and implementation of the Rome Statute, to seek to take steps towards the ratification and implementation of the Rome Some Statute, and to fight against international crime giving due regard to the Rome Statute.
